Author's Notes/Comments: 

The way I'd interpret this one, the first tragedy is to get your heart's desire and what that tragedy is: to have it but other's are deprived of it.  It's rightfully yours but it isn't any one else's.  The second tragedy to not get what you want is pretty much self-explanatory.
