Through decades, the banning of dogs and cats from
homeless shelters has meant that some humans (and
sometimes their pets) freeze to death each year. Cities
could provide a separate shelter for humans and their
pets. Shelters could partition a certain section for
those with pets. Some live in their cars. May they
receive money for fuel with which to heat them.
